What is Recapture?

Recapture is part of Texas’ school finance system, also known as “Robin Hood.” Under state law, school districts that are considered property-wealthy are required to send a portion of their local property tax revenue to the state.

G-PISD is subject to recapture and is projected to have a recapture obligation of approximately $27.1 million for the 2026–27 school year.

What happens if the Attendance Credit Election passes? What happens if it fails?

G-PISD will remain responsible for meeting its required recapture obligation regardless of the election outcome. The election determines whether the district is authorized to purchase attendance credits from the state as the method for making those required payments.

Infographic titled “Understanding the Attendance Credit Election” with the Gregory-Portland ISD Attendance Credit Election 2026 logo at the top. The graphic compares two outcomes side by side. Left panel (blue background): “IF IT PASSES” with a green check mark. A box states: “Projected 2026–27 Recapture Obligation: $27.1 Million.” Below, text explains that G-PISD would continue making its required recapture payments to the State using the method authorized by the election. At the bottom, icons show a school labeled G-PISD, an “Attendance Credits” document, and the State of Texas Capitol connected by arrows. Right panel (light gray background): “IF IT FAILS” with a red X. A box states: “Projected 2026–27 Recapture Obligation: $27.1 Million.” Below, text explains that without voter authorization to use this payment method, the State could permanently detach taxable property value from G-PISD. At the bottom, icons depict G-PISD’s tax base separated by a dashed red line from red buildings labeled “Potential Detachment of Property Value,” with an arrow indicating possible removal. The infographic emphasizes that the projected $27.1 million recapture obligation remains the same whether the election passes or fails, but the method of addressing the obligation and the potential consequences differ.
