Dear G-PISD Families and Community, 

We are reaching out to share important information about the upcoming Attendance Credit Election (ACE) on November 3, 2026, and what it means for Gregory-Portland ISD. 

Why is G-PISD holding an Attendance Credit Election? 

  • Under state law, G-PISD is required to make recapture payments to the state, commonly known as “Robin Hood.”   

  • For the 2026–27 school year, G-PISD’s projected recapture obligation is approximately $27.1 million.

  • In previous years, G-PISD was able to make its recapture payments through adjustments to the state funding the district received. For 2026–27, G-PISD’s projected recapture obligation is greater than the state funding available to cover it. 

  • The G-PISD Board of Trustees selected the purchase of attendance credits as the method to meet the district’s recapture obligation. The purchase of attendance credits requires voter authorization. 

The Attendance Credit Election does not raise property taxes; it is not a bond election and does not authorize new debt.

What does this mean for G-PISD? 

  • A vote (FOR)

     would authorize G-PISD to make the recapture payments required by state law through the purchase of attendance credits.   

  • A vote (AGAINST)

     would not authorize G-PISD to purchase attendance credits as the method for making its required recapture payments. G-PISD would still be required by state law to meet its recapture obligation. The state could detach taxable property from G-PISD. Detachment of territory is permanent.  

What could detachment mean for G-PISD?  

  • If taxable property is detached from G-PISD, the District might need to raise the Interest & Sinking (I&S) tax rate to pay existing debt due to the loss of taxable property value.
