Ch. 41 "Robin Hood" Law
Gregory-Portland ISD received notification that the district is now subject to wealth equalization under Chapter 41 of the Texas Education Code beginning in the 2018-19 school year. This means the school district is considered a "high wealth" district under law, and as such is subject to the removal (or "recapture") of wealth from this district, for redistribution to lower-wealth school districts. The Board of Trustees received a projection of revenue and expenses (including Recapture) through the year 2038-39 from financial experts Moak, Casey & Associates at a regular meeting on Monday, Sept. 17, 2018: Please CLICK HERE to view those projections.
This is the district's first year under Ch. 41, and materials are being developed to provide more information about what this means for our school district and our students. That information will be posted on this web page soon.
The district has Chapter 313 agreements with local industry limit recapture payments to the state as a result of limited value for a period of time (those savings are already reflected in the projections referenced above).
