Hello, G-P Family – I’m your PROUD Superintendent, Michelle Cavazos, and I want to provide you with the latest news about our current financial status, and some  EXCITING projects now underway thanks to YOUR support of Bond 2020. 

As you may remember, Bond 2020 passed in November with financial projections showing NO INCREASE to the TOTAL TAX RATE largely due to local industry growth. As of 2020, industry comprised 88 percent of the district’s tax base … with residents’ share of the tax base at only 12 percent, meaning Bond 2020 is heavily funded by industry contributions to the I&S debt service fund for the school district. 

This is a UNIQUE financial situation, and due to increased industrial tax revenue, our district WILL be required to start sending MILLIONS of dollars to the State of Texas due to what is commonly referred to as the “Robin Hood” law, or wealth equalization for school districts. We’ll share more about what that means for us as time goes on, but when it comes to school bonds it’s important to know that the revenue coming into the I&S debt service fund is only accessible to the district with voter approval of a school bond. 

The TRUST that you have given us to be good stewards of YOUR tax dollars is most appreciated. I can assure you that we are COMMITTED to continuing this district’s long history of exceptional financial management, while providing the BEST RESOURCES, BEST FACILITIES, and BEST OPPORTUNITIES we can for OUR students! 

Early Childhood Center - Planning Underway!

For example, after this school bond passed we immediately began working to make good on our promises – starting with the planning, design, and development of what will become the new Early Childhood Center for our youngest learners in Pre-K and Kindergarten.  

Your school board received the recommendation to hire Huckabee as the architectural firm after a standard bidding process, and that recommendation was based on their past experience with the successful design of some truly incredible facilities across the state and nation … many like none you’ve ever seen before. 

We formed an Early Childhood Center Planning Committee that includes board members, district and campus administrators, teachers, parents, local professionals in early education, and a few individuals who live in the neighborhood where the new center will be constructed. This team met with Huckabee several times over the last few weeks, so that we could collaborate, receive their input in the design process, and develop our vision for our youngest learners.  

We are also including the voices and desires of our STUDENTS, some who took part in the committee planning activities … while many more were read the book “If I Built a School” in their classrooms. They were asked to DRAW pictures, and tell us what THEY want to see in THEIR new school. 

All of this engagement and collaboration is vital as we think BEYOND the common expectations. Together, we seek to build a school community that gives our students the BEST chance to excel academically while ALSO cultivating their imagination and natural ability to invent, explore, and dream BIG!  

If we want them to dream big, we have to give them the right environment to do that … and an instructional model that fosters not only everything they NEED to learn, but also helps develop the beautiful GIFTS they already possess. We want our students to discover their talents EARLY, and USE THEM to be successful throughout their academic careers and their entire lives. 

I believe we are on the right track with the collaboration of our Early Childhood Center Planning Committee, and the support of our School Board – and I want THANK THEM for the incredible vision they are building to become the NEXT LEVEL of learning here in G-PISD. 

The Early Childhood Center design planning will continue throughout the year, and we hope to break ground on this facility in the Spring of 2022. It is not yet determined when the opening date will be for the campus, but I look forward to sharing more with you in a future Bond 2020 progress report. 

Central Office Relocation

Meanwhile, we are also preparing for the demolition of the current Central Office to make way for construction of the new Early Childhood Center in that location. 

When I became your Superintendent in July of 2020, Bond planning had already taken place with a Facilities Steering Committee … and due to impacts related to COVID-19, the bond election day was moved from May to November that year. While the election day shifted, communication about the bond had already begun and that messaging included the plan to have Central Office relocated to the current G-P Middle School … AFTER students and staff moved to their new campus being constructed on Wildcat Drive near the Memorial neighborhood. 

In preparation for the move, we had an engineering firm conduct a review of the facility. The current G-P Middle School is 56 years old, and there is already a lot of maintenance required to keep the chillers operational and maintain heating in cold weather. Bond 2020 included 526,000 Dollars to renovate this campus for Central Office use, however we found that we can better maintain that budget and minimize cost by taking a second look at our other existing facilities. 

The original goal of Bond 2020 planning was to have all of the Central Office staff located in the same place, and I understood that was the intention of the move to the current G-P Middle School. However, if COVID-19 has taught us anything it’s that we can operate efficiently even when we are not all in the same building … and if we can keep some teams together, and drive a short distance or meet virtually, it may now be the most advantageous option for the district. 

Keeping these developments in mind, I’d like to share that I’ve made a decision to slightly modify the transition plan for Central Office for three reasons:  

• First, to minimize the cost of relocation AND the long-term maintenance of existing district facilities; 

• Second, to vacate the main building at the current G-P Middle School so that together with the School Board we can determine the best use of real estate in that location over time, and with regard to future facility master planning for the district; and 

• Third, to make effective use of all other buildings we already pay to keep operational. 

The modified plan for the Central Office will be the following: 

AFTER students and staff move to their new Middle School, our Curriculum & Instruction team will move to the current G-P Middle School Band Hall … a stand-alone building that will require only minor renovations for the team. This will keep our C&I team in close proximity, and also make use of the band hall as a much needed training and meeting space for teachers and staff who work closely with this team.  

The REST of the Central Office team will be relocated to two other current facilities. The G-PISD Training Center at 1200 Broadway, next to East Cliff Elementary, will house our Business, Payroll, and Finance teams, Human Resources, Communications, and the Superintendent and Deputy Superintendent offices. The Safety & Security team is already located in this building, and there are other vacant office spaces and training rooms that will be renovated to house multiple office spaces and meet building codes for increased capacity as needed. Our Construction Manager and his secretary will move to this location, and the building will continue to serve administrative and educational purposes. 

The renovations needed to move our Central Office staff will begin soon, and we hope to fully transition to new spaces by this Fall so that demolition can begin at 608 College Street … which means PROGRESS toward the new Early Childhood Center! 

Also, last week YOUR School Board approved recommendations to hire architects for three OTHER Bond 2020 projects. Garza-Bomberger and Associates will soon begin the design process for our new Agricultural Science Classrooms; Turner-Ramirez Architects will design the All-Purpose Indoor Practice Facility; and Huckabee will design the playgrounds at Stephen F. Austin and T.M. Clark Elementary Schools to meet similar standards compared with new playgrounds that will be part of the Early Childhood Center. 

We follow strict procedures for a competitive bidding process to find the highest quality contractors with EXPERIENCE that is applicable to the proposed projects and who can meet our criteria for reasonable pricing as part of our sound fiscal management practices here in GPISD.  

We’re EXTREMELY EXCITED to get started on more of the Bond 2020 projects that we’ve promised to bring YOU, our G-P community, and we know it will make an incredible difference for our students and staff. 

Bond 2020 Finance Update - Good News!

We are DRIVEN by the desire to serve you … and we are PROUD to share that the market outcome for Bond 2020 resulted in MORE SAVINGS than we had projected during the planning process. In January this year, favorable market conditions and our district’s favorable “A” credit ratings resulted in an interest of 1.82 percent – which was seventy-three hundredths percent BELOW the estimated interest rate.  

This gave us a 1.45 Million-Dollar savings in interest for this bond, which is great news for the district and for taxpayers. Thanks to G-PISD’s fiscal management over time and refunding bonds when the market is favorable, our district has been able to save taxpayers a collective 5.8 Million Dollars since 2013. 

This means we are making strategic decisions and carefully managing the dollars you’ve given us, so that we can give our very BEST to our Wildcats – and therefore, the BEST for our G-P community as they graduate, become successful, and contribute as good citizens with hometown pride – no matter where life may take them.

Centro para la primera infancia - ¡Planificación en marcha!

Por ejemplo, después de que se aprobó este vínculo escolar, inmediatamente comenzamos a trabajar para cumplir nuestras promesas, comenzando con la planificación, el diseño y el desarrollo de lo que se convertirá en el nuevo Centro de Educación Infantil para nuestros alumnos más jóvenes en Pre-K y Kindergarten.

Creo que estamos en el camino correcto con la colaboración de nuestro Comité de Planificación del Centro de Primera Infancia y el apoyo de nuestra Junta Escolar, y quiero GRACIAS por la increíble visión que están construyendo para convertirse en el SIGUIENTE NIVEL de aprendizaje aquí en G- PISD.

Reubicación de la oficina central

Mientras tanto, también nos estamos preparando para la demolición de la actual Oficina Central para dar paso a la construcción del nuevo Centro de Primera Infancia en esa ubicación.

Cuando me convertí en su superintendente en julio de 2020, la planificación del bono ya se había llevado a cabo con un Comité Directivo de Instalaciones ... y debido a los impactos relacionados con COVID-19, el día de la elección del bono se trasladó de mayo a noviembre de ese año. Si bien el día de las elecciones cambió, la comunicación sobre el bono ya había comenzado y ese mensaje incluía el plan para trasladar la Oficina Central a la actual Escuela Intermedia GP ... DESPUÉS de que los estudiantes y el personal se mudaran a su nuevo campus que se está construyendo en Wildcat Drive cerca del vecindario Memorial.

En preparación para la mudanza, una empresa de ingeniería realizó una revisión de la instalación. La escuela secundaria GP actual tiene 56 años y ya se requiere mucho mantenimiento para mantener los enfriadores en funcionamiento y mantener la calefacción en climas fríos. Bond 2020 incluyó 526,000 dólares para renovar este campus para uso de la Oficina Central, sin embargo, descubrimos que podemos mantener mejor ese presupuesto y minimizar el costo al echar un segundo vistazo a nuestras otras instalaciones existentes.

El objetivo original de la planificación del Bono 2020 era tener a todo el personal de la Oficina Central ubicado en el mismo lugar, y entendí que esa era la intención del traslado a la actual escuela secundaria GP. Teniendo en cuenta estos desarrollos, me gustaría compartir que tomé la decisión de modificar ligeramente el plan de transición para la Oficina Central por tres razones:

• Primero, para minimizar el costo de reubicación Y el mantenimiento a largo plazo de las instalaciones existentes del distrito;

• En segundo lugar, desocupar el edificio principal de la actual GP Middle School para que, junto con la Junta Escolar, podamos determinar el mejor uso de los bienes raíces en esa ubicación a lo largo del tiempo y con respecto a la planificación maestra de instalaciones futuras para el distrito; y

DESPUÉS de que los estudiantes y el personal se muden a su nueva escuela secundaria, nuestro equipo de currículo e instrucción se trasladará al actual salón de bandas de la escuela secundaria GP… un edificio independiente que solo requerirá renovaciones menores para el equipo. Esto mantendrá a nuestro equipo de C&I muy cerca, y también hará uso de la sala de bandas como un espacio de reunión y capacitación muy necesario para los maestros y el personal que trabaja en estrecha colaboración con este equipo.

El REST del equipo de la Oficina Central se trasladará a otras dos instalaciones actuales. El Centro de Capacitación de G-PISD en 1200 Broadway, junto a la Primaria East Cliff, albergará nuestros equipos de Negocios, Nómina y Finanzas, Recursos Humanos, Comunicaciones y las oficinas del Superintendente y del Superintendente Adjunto. El equipo de Seguridad y Protección ya está ubicado en este edificio, y hay otros espacios de oficinas vacíos y salas de capacitación que se renovarán para albergar múltiples espacios de oficinas y cumplir con los códigos de construcción para aumentar la capacidad según sea necesario. Actualización financiera de bonos 2020 - ¡Buenas noticias!
