New State Law Restricts Student Cellphone Use During School Day
Beginning in the 2025–2026 school year, all Texas school districts — including Gregory-Portland ISD — will implement a new policy to comply with House Bill 1481 (HB 1481), a state law that prohibits student use of personal communication devices during the instructional day.
This law is part of a statewide effort to reduce distractions, improve student engagement, and create safer learning environments.
What This Means for G-PISD Students
To support the goals of HB 1481, G-PISD is introducing the CellockED device pouch system for securely storing student phones and smart devices during the school day.
Elementary Campuses
- Students may bring a device, but it must remain turned off and stored in backpacks during the school day.

CellockED pouches will be available and used as needed for consistent enforcement.
Middle School & High School Campuses
- Students will be issued a CellockED pouch at the start of the school year.
- Each morning, students will place their phones in the pouch and keep it sealed until dismissal.
- At the end of the day, students can unlock their pouches at designated unlock stations on campus.
